Welcome to the memorial page for

Mr. Frank Toliver

November 28, 1945 ~ November 23, 2019 (age 73) 73 Years Old

It is with love and devotion that we celebrate the life of Frank Toliver, a loving father, grandfather, brother, uncle, and friend. “Uncle Frank”, as he was affectionately called, was born on November 28, 1945 to Simpson, Jr. and Frances Sims Toliver in the Little Camden Community in Columbia, South Carolina. He was the fifth of nine children. He departed this life on Saturday, November 23, 2019 after a brief illness.

Frank was educated in the public schools in Columbia, South Carolina and graduated from Booker T. Washington High School Class of 1964. After high school, he enlisted in the United States Air Force and was stationed on the island of Guam. He served as an airplane mechanic and developed a knack for all things mechanical. After returning home, he enjoyed life fully, exploring a variety of occupations in many places. In Columbia, Frank worked as a taxi driver with Blue Ribbon for many years. He also worked as an auto mechanic and in the printing industry.  Frank worked as a police officer in Spokane, Washington and as a long-haul truck driver on routes that took him all across the nation.

Frank had a natural charm, an infectious smile, and always had a funny story to tell.  He lit up every room he entered; and no matter what time he left, it was always too soon.

Frank was preceded in death by his parents, Simpson Toliver, Jr. and Frances Sims Toliver; brothers, Melton Toliver, Earnest Toliver, and Simpson Toliver, III; and sister, Beverley Toliver Chapman.

Frank leaves to celebrate his life, and cherish his memory, his daughters Tina Steeber and Genea Odessa Bell (Todd Vachon); four sisters, Mary Taylor, Laura Outlaw, Marian Coulbourne, Marva (Earnest) Diamond; one brother, John (Mary) Toliver, Sr.; sister-in-law, Emily Toliver; brother-in-law, Harvey Chapman; four grandchildren; and a host of nieces, nephews, cousins, and friends, all of whom love him dearly and will miss him very much.
